The changes coming in how we generate, capture, store, and deliver energy to modern civilization are so complex that it will take all that modern civilization has to navigate through them. As solutions emerge, are tested, and then discarded or retained, not only will technology play a central role, but our economic subsystem must be deliberately and rationally distorted to give that technology breathing room to develop, and our laws, rules, and regulations must be the primary vehicle for providing the necessary safety net. In this presentation, no global solutions will be presented, nor will answers be found. But several clear and well-posed problems in energy generation, capture, storage and delivery, neither inclusive nor complete, will be laid bare so that their depth and complexity are revealed, and the opportunities for scientists, engineers, economists, and legislators begin to present themselves.
